MDA’s Condominium and Building Management Section Drives Key Reforms and Sets New Standards for Professionalism

The Condominium and Building Management Section within the Malta Development Association (MDA) held its Annual General Meeting (AGM) last Thursday, September 4th, 2025. The well-attended meeting highlighted significant progress on the reform of the Malta Condominium Act and announced crucial updates regarding industry standards and ongoing initiatives.

A primary focus of the AGM was the advancement of the much-needed reform in the Malta Condominium Act. The Section’s Chairman provided an update on the extensive work performed by the Section, in collaboration with its legal representative Dr. Ryan Falzon, to assist government entities in pushing this reform forward. Government representatives have provided assurances that all recommendations made by the Section will be given due attention, with the expectation that the government will soon propose the necessary legal changes required to achieve various important milestones in condominium governance.

Andrew Xuereb, Head of the Section, highlighted the Section’s proactive engagement on several critical issues impacting Condominium Administrators. He explained that meetings with the Malta Competition and Consumer Affairs Authority (MCCAA) have been held to safeguard Condominium Administrator obligations in ensuring that lift maintenance is performed efficiently by lift maintenance service providers. These efforts have yielded positive results, and the Section continues to follow up with the relevant authorities. Furthermore, Mr. Xuereb emphasized that the Condominium Administrators’ pivotal role and involvement in the current national debates over Short Let rentals and Waste Management in Malta cannot be ignored. The Section’s representatives have been actively monitoring developments and participating in various discussions with the government on these important subjects.

Looking ahead, a significant announcement at the AGM was the requirement for a new Code of Conduct. This Code will be instrumental in regulating Section members, ensuring the highest levels of professionalism and ethical behaviour from all members. It will also stipulate protocols for interaction between members during building handovers, a measure unanimously agreed upon by members to guarantee the highest standard of service from member companies.
