PM holds discussion with MDA members

Prime Minister Joseph Muscat told members of the Malta Developers Association that he continues to question certain bureaucratic procedures and whether they offer solutions to real problems. He was addressing 200 members and guests of the MDA at an event with the theme ‘Discussion for further Progress’ at the Bella Vista Hotel in Qawra.

“This was one of the best years in this sector,” Dr Muscat said. “The merit is yours. Your association gave us a number of proposals which we accepted.”

One of these was the elimination of stamp duty for first time buyers. He committed himself to coming up with other sustainable incentives to bring developments of quality.

“We took courageous decisions in the past year,” Dr Muscat continued, referring to the Floor Area Ration policy but now there is clarity.

MDA President Sandro Chetcuti said the association is alive and keeps its members updated constantly on what is happening, giving them the opportunity to take part in discussions. Since being set up four years ago, the MDA is making a difference.

He stressed that the construction sector always responded to the needs of the country, be it social housing, tourism or financial services. “Today we are moving from quantity to quality.” In a comment that provoked a response from the Prime Minister, he said: “Excessive bureaucracy is slowing us down,” going on to urge greater efficiency.

Mr Chetcuti also lamented that following assurances in discussions on certain policy directions that the association had convinced them, the opposite occurred.

PM f’diskussjoni mal-membri tal-MDA

Il-Prim Ministru Joseph Muscat qal lil membri tal-Malta Developers Association (MDA) li jkompli jistaqsi għaliex ċerti proċeduri burokratiċi għandhomx isiru u jekk dawn joffru soluzzjonijiet għal problemi reali. Kien qiegħed jindirizza iktar 200 membru u mistednin tal-MDA waqt avveniment bit-tema ‘Diskussjoni għal iktar Progress’ fil-Lukanda Bella Vista, il-Qawra.

“Din kienet waħda mill-aħjar snin għas-settur,” qal Dr Muscat. “Il-mertu hu tagħkom. L-assoċjazzjoni tagħkom tagħtna numru ta’ proposti li aħna aċċettajna.”

Wieħed minn dawn kien li dawk li jixtru l-ewwel proprjetà ma’ jħallsux bolla. Qal li hu mpenjat li jaħseb fuq inċentivi sostenibbli oħra biex jgħinu jġibu żviluppi ta’ kwalità.

“Ħadna deċiżjonijiet kuraġġużi fl-aħħar sena,” kompla jgħid Dr Muscat, fejn irrefera għall-policy tal-Floor Area Ratio iżda issa wieħed jaf fejn qiegħed.

Il-President tal-MDA Sandro Chetcuti qal li din hi assoċjazzjoni ħajja li żżomm il-membri tagħha aġġornati il-ħin kollu fuq dak li qed jiġri, u jtihom l-opportunità li jieħdu sehem fid-diskussjonijiet. Minn mindu twaqqfet erba’ snin ilu, l-MDA qegħda tagħmel differenza.

Emfasizza li s-settur tal-kostruzzjoni dejjem irrisponda għall-ħtiġijiet tal-pajjiż, sew jekk hu social housing, turiżmu jew uffiċini għas-servizzi finanzjarji. “Illum qegħdin nimxu mill-kwantità għall-kwalità.” F’kumment li għalih irrisponda l-Prim Ministru, qal: “Il-burokrazija eċċessiva qegħda żżommna lura,” u kompla biex ħeġġeġ iktar effiċjenza.

Is-Sur Chetcuti qal li wara li rċevew assikurazzjonijiet f’diskussjonijiet fuq ċerti direzzjoni f’policies fejn l-assoċjazzjoni rnexxilha tikkonvinċi, il-kontra ġara.
