MDA appeals for implementation of long overdue Budget measure

The Malta Developers Association cannot understand how a measure announced in the Budget Speech last year has still not been introduced. This is the supposed change in the system where the Inland Revenue Department sends its own architects to estimate the value of a property after a property transfer contract is concluded.

Two weeks before Government is presenting yet another Budget, the current situation is that the system, that was promised to be changed, has stayed the same for a whole year, with the injustices it causes for the buyer and seller of property.

The MDA is informed that the draft Legal Notice that was meant to implement this measure has been ready for months but this has not been approved for publication due to bureaucratic obstacles. This is a cause of great concern, considering that it is the declared policy of the present administration to eliminate bureaucratic obstacles that are slowing down the rate of economic progress that everyone hopes for.

The MDA therefore appeals to the Minister of Finance to implement what was promised in the Budget Speech last year and to consider this step as a matter of immediate priority.

L-MDA tappella biex miżura tal-Baġit li ilha ġejja tiġi mwettqa

Il-Malta Developers Association(MDA) ma tistax tifhem kif għadha ma twettqitx il-miżura li tħabbret fid-Diskors tal-Baġit tas-sena li għaddiet u li permezz tagħha kellha tinbidel is-sistema li biha d-Dipartiment tat-Taxxi Interni jibgħat il-perit tiegħu biex jistma’ l-valur tal-proprjetà wara li jkunu saru kuntratti ta’ bejgħ.

Is-sitwazzjoni attwali hi li minkejja li ġimgħatejn oħra l-Gvern sejjer jippreżenta Baġit ieħor għas-sena d-dieħla, is-sistema li suppost tbiddlet baqgħet għaddejja għal sena sħiħa oħra bl-inġustizzji li din iġib magħha għal min jixtri jew ibiegħ proprjetà.

L-MDA hi mgħarrfa li l-abbozz tal-Avviż Legali li bih kellha tittieħed din il-miżura ilu ippreparat xhur, iżda dan għadu mhux approvat għal pubblikazzjoni minħabba xkiel burokratiku. Dan huwa ta’ tħassib kbir meta suppost li hi l-politika dikjarata tal-gvern preżenti li jelimina kull xkiel burokratiku li qed itellef ir-ritmu tal-progress ekonomiku li kulħadd jixtieq li jkollna fil-pajjiż.

L-MDA għalhekk tappella lill-Ministru tal-Finanzi biex jattwa dak li wiegħed fid-Diskors tal-Baġit tas-sena li għaddiet u jikkonsidra dan il-pass bħala wieħed ta’ prijorità immedjata.
