Owners of 70 estate agency offices join MDA

Parliamentary Secretary for Planning and the Property Market Chris Agius today announced that he intends to finalise the White Paper on the regulation of estate agents with the Malta Developers association by the end of the first quarter of this year so that a draft Bill can be presented to Parliament.

Mr Agius was speaking during the launch of the Estate Agents Section (EAS) within the MDA, which represents the owners of 70 estate agent offices around Malta and Gozo. Since being appointed parliamentary secretary, he added that he had built a strong relationship with the MDA and was meeting the MDA board regularly to discuss how the sector can grow but also how to safeguard the environment.

FEA affiliates with MDA

The Federation of Estate Agents (FEA) has become an affiliate member of the Malta Developers Association (MDA). The agreement was signed today (Thursday, 25 June, 2015) at the Palace Hotel, Sliema, in the presence of the Parliamentary Secretary for Competitiveness and Economic Growth, Dr Josè Herrera.

Dr Herrera said that the White Paper to regulate the estate agencies, announced in the 2015 Budget, is to be issued in the coming months. He congratulated the two associations on coming together to face new challenges and noted that apart from the growth in property sales, the presence of many foreigners employed in the igaming, ICT and financial services sectors had also led to a boom in the rental of properties.

Speaking during the ceremony, MDA President Sandro Chetcuti said the MDA’s aim was to promote sustainable development that was better integrated with the environment to ensure a higher quality end product.

This is the fourth industry body to become affiliated within the MDA following the Federation of Building Contractors (FOBC) in 2013, and the Malta Furniture Manufacturers Organisation (MFMO) and the Quarry Owners Association last year. The MDA is working to be the biggest player in the property and construction sector, including all trades that work so that projects are completed.

Douglas Salt, President of the FEA, said the Federation has had good relations with the MDA since it was set up. Since the two bodies were on many of the same boards and had the same overall goals, it made sense for the Federation to become affiliated with the MDA.

An example of the similar initiatives was when the MDA convinced the government on the waiving of stamp duty for first-time buyers. Turnover in property sales, as a result, increased from €1.3 billion in 2013 to €1.94 billion in 2014. In terms of the rental market, some 55,000 foreigners were being employed in various sectors with the majority renting properties in all areas around the country.

The Federation of Estate Agents was established in 2004 to work hand in hand with the government and the various entities related to the real estate industry. Its 30 members represent a large majority of estate agents in the Maltese islands. The primary objectives of the federation include:

  • To ensure that the various policies and laws concerning the industry protect the interests of both the client and the related businesses;
  • To ensure that all business is conducted ethically between agents and their clients, as well as between the agents themselves;
  • To raise the standards of the real estate industry in Malta; and
  • To secure the advancement and facilitate the acquisition of the knowledge requisite for the carrying out of this business.

The affiliation agreement was signed by MDA Secretary General Michael Stivala and FEA Secretary General David Aquilina.

L-FEA tiġi affiljata fl-MDA

Il-Federazzjoni tal-Aġenti tal-Proprjetà (FEA) ingħaqdet bħala membru affiljata tal-Malta Developers Association (MDA). Il-ftehim ġie iffirmat illum (il-Ħamis, 25 ta’ Ġunju, 2015) fil-Lukanda Palace, Tas-Sliema, fil-preżenza tas-Segretarju Parlamentari tal-Kompetittività u Tkabbir Ekonomiku, Dr Josè Herrera.

Dr Herrera qal li l-White Paper li se tirregola l-aġenti tal-proprjetà, mħabbra fil-Budget tal-2015, se toħroġ fix-xhur li ġejjin. Feraħ liż-żewġ assoċjazzjonijiet talli ġew flimkien biex jiffaċċjaw sfidi ġodda u nnota li apparti mit-tkabbir ta’ bejgħ tal-proprjetà, il-preżenza ta’ ħafna barranin impjegati fis-setturi tal-igaming, ICT u servizzi finanzjarji kienet wasslet ukoll għal boom fil-kirjiet tal-proprjetajiet.

Fid-diskors tiegħu waqt iċ-ċerimonja, il-President tal-MDA, Sandro Chetcuti qal li l-għan ewlieni tal-MDA hu biex tippromwovi żvilupp sostenibbli li jista’ jkun integrat aħjar mal-ambjent biex il-prodott finali ikun ta’ kwalità

Din hi r-raba’ għaqda fl-industrija li ġiet affiljata mal-MDA wara l-Federazzjoni tal-Kuntratturi tal-Bini (FOBC) fl-2013, u l-Organizzazzjoni ta’ Manifatturi tal-Injam ta’ Malta (MFMO) u l-Assoċjazzjoni ta’ Sidien tal-Barrieri s-sena l-oħra. L-MDA qiegħda taħdem biex tkun l-akbar player fis-settur tal-proprjetà u kostruzzjoni biex tiġbor fiha dawk is-snajja’ kollha li jaħdmu sabiex jiġi komplut proġett.

Douglas Salt, President tal-FEA, qal li l-Federazzjoni kellha relazzjonijiet tajbin ħafna mal-MDA minn mindu twaqqfet. Peress li ż-żewġ entitajiet kienu fuq l-istess bordijiet u kellhom l-istess għanijiet, kienet tagħmel sens li l-Federazzjoni tiġi affiljata mal-MDA.

Eżempju ta’ inizjattivi simili kien meta l-MDA ikkonvinċa l-gvern biex ma titħallasx il-bolla fuq dawk li jixtru l-ewwel proprjetà. It-turnover tal-proprjetà b’hekk telgħet minn €1.3 biljun fl-2013 għal €1.94 biljun fl-2014. Fis-suq tal-kirjiet ta’ proprjetà kien hemm 55,000 barrani impjegat fil-varji setturi bil-maġġoranza jikru proprjetajiet madwar il-pajjiż.

Il-Federazzjoni tal-Aġenti tal-Proprjetà ġiet imwaqqfa fl-2004 biex taħdem id f’id mal-gvern u l-entitajiet kollha li għandhom x’jaqsmu mal-industrija tal-proprjetà. Għandha 30 membru li jirrappreżentaw il-maġġoranza kbira tal-aġenti tal-proprjetà fil-Gżejjer Maltin. Fost l-għanijiet ewlenin tal-federazzjoni hemm:

  • Li tassigura li l-policies u l-liġijiet li għandhom x’jaqsmu mal-industrija jipproteġu l-interessi kemm tal-klijent u ta-negozji relatati;
  • Li tassigura li n-negozju kollu ikun b’mod etiku bejn l-aġenti u l-klijenti tagħhom, kif ukoll bejn l-aġenti nfushom;
  • Li jgħollu l-istandards tal-industrija tal-proprjetà f’Malta; u
  • Li jassiguraw l-avvanz u jiffaċilitaw l-akkwist tal-għarfien li hemm bżonn biex dan in-negozju jista’ jiġi mwettaq.

Il-ftehim ta’ affiljazzjoni ġiet iffirmata mis-Segretarju Ġenerali tal-MDA Michael Stivala u s-Segretarju Ġenerali tal-FEA David Aquilina.
