New MDA Committee meet with Dr. Michael Farrugia

Speaking during a meeting the Malta Developers Association committee had with

Parliamentary Secretary Michael Farrugia, MDA President Sandro Chetcuti recalled
that in the past 12 months the MDA has maintained its intensive contacts with several
ministries and authorities, among them MEPA, which has fallen under Dr Farrugia’s
remit for the past year.
The MDA’s proposals were always given due consideration, even if there would not be
agreement on all matters, with counter-proposals being tabled. Still, there is no doubt
that the work done was very positive and this was of great encouragement to the MDA to
continue its work in the interests of the building industry and the property market so that
wealth will be created so that everyone can benefit.
Mr Chetcuti maintained that despite the efforts being made, the MDA notes that
excessive bureaucracy is still in place and therefore there is the need for Government to
take its proposals more seriously. Otherwise the sector will continue to face the problems
that have bogged it down in recent years.
While he commented that the wrong decisions had been taken in the past that had led to
a lot of damage, Mr Chetcuti maintained that the MDA was convinced that if everyone
worked conscientiously and if Government will not allow more unnecessary disruption,
the MDA’s members can once again be encouraged to increase investment in the country.
As everyone knows, the Government accepted many of the MDA’s proposals, including
the lowering of MEPA’s tariffs and that there should be a time when first-time buyers
should be exempted from stamp duty when they acquire a property.
The MDA today feels that there are still other issues that need to be addressed, among
them that the Outline Permit system should be reintroduced so that there would be no
need for the applicant to pay a lot of money before being told that his application had

not been accepted. Each investor needs to be in a position to know where he stands with
certainty before he undertakes an investment and the Government needs to appreciate this
if it wants more entrepreneurs to create sustainable projects in the country.
The MDA President said his association noted that, although in recent months there was
more enthusiasm to create new projects, the length of time for decisions to be taken and
the unnecessary and exorbitant studies requested are discouraging the members. Despite
what was promised before the elections and the disposition of the administration to be
pro- business, we are certainly a long way off from stating that we have started to set
aside some of the unnecessary bureaucracy.
Mr Chetcuti concluded by stated that all entrepreneurs in business understand that the
world was not created overnight and maintained that there is the need for more work so
that the positive sentiment in the country will be converted in an objective way and will
not be frittered away.

Chetcuti, fakkar li f’dawn l-aħħar tnax-il xahar, l-MDA baqgħet issostni l-ħidma tagħha

ma’ diversi ministeri u awtoritajiet, fosthom il-MEPA, li issa ilha proprju sena r-

responsabilità tal-Onor. Farrugia.

Il-proposti tal-MDA dejjem jingħataw konsiderazzjoni xierqa, anki jekk ma jkunx hemm

qbil f’kollox u jkun hemm kontro-proposti għalihom. Madankollu m’hemmx dubju li l-

ħidma li saret hi wahda pożittiva ħafna u lill-MDA din tagħmlilha l-kuraġġ biex tibqa’

taħdem favur l-industrija tal-bini u s-suq tal-proprjetà biex jitkattar il-ġid b’mod li jkun

jista’ jgawdi minnu kulħadd.

Is-Sur Chetcuti sostna li minkejja l-isforzi li qed isiru, l-MDA tinnota li l-burokrazija

żejda għadha hemm u għalhekk hemm bżonn li l-Gvern jieħu il-proposti tagħha aktar bis-

serjetà, għax altrimenti s-settur mhux ser jinqala mill-problemi li ilu jitħabat magħhom

dawn l-aħħar snin.

Filwaqt li kkummenta li fil-passat saru deċiżjonijiet żbaljati li wasslu għal ħafna ħsara, is-

Sur Chetcuti sostna li l-MDA konvinta li jekk kulħadd jaħdem bil-għaqal u jekk il-Gvern

ma jħallix iżjed min ifixkel bla bżonn, il-membri tagħha jerġgħu jibdew jagħmlu kuraġġ

sabiex ikabbru l-investiment f’pajjiżna.

Bħal ma kulħadd jaf, il-Gvern adotta ħafna proposti li l-MDA kienet insistiet dwarhom,

fosthom li jorħsu t-tariffi tal-MEPA, u li jkun hemm perjodu meta l-first-time buyers ma

jhallsux taxxa tal-boll meta jixtru proprjetà.

Illum l-MDA tħoss li għad fadal kwestjonijiet oħra li jridu jiġu ndirizzati, fosthom li

terġa’ tidhol fis-seħħ is-sistema tal-Outline Permit, li permezz ta’ dan ma jkunx hemm

bżonn li applikant iħallas ħafna flus biex imbagħad jgħidulu li dak li applika għalih ma

jkunx aċċettat. Kull investitur għandu jkun f’pożizzjoni li jkun jaf fejn qiegħed b’ċertezza

qabel ma jidħol għal investiment u dan il-Gvern għandu japprezzah jekk irid aktar

imprendituri jagħmlu proġetti sostennibbli f’pajjiżna.

Il-President tal-MDA qal li l-assocjazzjoni tiegħu tinnota li għalkemm f’dawn l-

aħħar xhur kien hawn aktar entużjażmu biex jinħolqu proġetti ġodda, it-tul ta’ żmien

biex jittieħdu deċiżjonijiet u l-istudji żejda u għaljin b’mod eżorbitanti li jintalbu qed

jaqtgħu qalb il-membri. Minkejja dak li kien imwiegħed qabel l-elezzjoni u r-rieda tal-

amministazzjoni li tkun pro-business, żgur li għadna ferm il-bogħod biex ngħidu li bdejna

inxejnu xi ftit mill-burokrazija żejda.

Is-Sur Chetcuti kkonkluda billi stqarr li l-imprendituri fin-negozju kollha jifhmu li d-

dinja ma saritx f’daqqa filwaqt li sostna li hemm bżonn aktar ħidma biex is-sentiment

pożittiv fil-pajjiż jissarraf b’mod oġġettiv u mhux jisfaxxa fix-xejn.
