MDA welcomes Budget with satisfaction

The Malta Developers Association welcomes with satisfaction the measures announced by Government in the Budget Speech, which confirm that Government is giving the property market its due importance, while assuring a level playing field in this sector as well, through efforts aimed at avoiding abuse in taxation.

The measures announced include two that were among the proposals made by the MDA to Government, viz:

  • The introduction of an 8% withholding tax on the transfer of property instead of the existing different systems of taxation; and
  • The extension of the concession to those who do not own property, and who are purchasing a property for the first time, to do so without paying stamp duty.

The MDA also notes that the cost of construction will be affected with an increase in expenses since the construction industry was not spared the increase in indirect taxation, especially with yet another increase in the excise duty on cement.

L-MDA tilqa’ l-Budget b’sodisfazzjon

Il-Malta Developers Association (MDA) tilqa’ b’sodisfazzjon il-miżuri li ħabbar il-Gvern fid-Diskors tal-Budget u li bihom il-Gvern ikkonfferma li qed jagħti l-importanza mistħoqqa lis-suq tal-proprjetà filwaqt li jassigura li, anki f’dan is-suq, ikun hemm ‘level playing field’ billi jsiru sforzi biex ikunu evitati abbużi fil-ħlas ta’ taxxi dovuti.

Il-miżuri li tħabbru jinkludu tnejn li kienu fost it-talbiet li l-MDA għamlet lill-Gvern. Dawn huma:

  • L-introduzzjoni ta’ 8% withholding tax fuq trasferiment ta’ proprjetà minflok is-sistemi differenti ta’ tassazzjoni li jeżistu illum; u
  • L-estensjoni tal-konċessjoni lil min ma’ għandu ebda proprjetà u qed jixtri proprjetà għall-ewwel darba f’ħajtu biex ma jħallas ebda taxxa tal-boll.

L-MDA tinnota li l-kostruzzjoni se tkun effettwata b’żidiet fl-ispejjeż billi l-industrija tal-kostruzzjoni ma ħelsitiex miż-żieda fit-taxxi indiretti, speċjalment b’żieda oħra fis-sisa li titħallas fuq is-siment.
