MDA welcomes Budget 2017

The Malta Developers Association welcomes with satisfaction a number of measures announced in the Budget Speech, measures which the Government intends to implement to continue to maintain the good pace of economic development in the country in recent years.

Among these measures there are several that the MDA indicated to the government during consultation meetings held with the authorities, among which:

  • the extension of the scheme through which first time buyers are exempt from paying stamp duty on the first €150,000;
  • the concession for those who are passing on their business to their children where stamp duty on transferred property will be of 1.5% instead of 5%;
  • a fiscal incentive for those who rent for not less than seven years so that the tenant will be reassured that he has a reasonable period in which he will not lose the lease;
  • the lowering of stamp duty on those who buy property in Gozo from 5% to 2%;
  • the removal of the anomaly that exists when parts of structures that are made abroad have an advantage on those made in Malta because of the excise duty on cement;
  • fiscal incentives for those who develop car parks;
  • the renewal of temporary leases where government is the owner; and
  • financial assistance schemes for products that are energy saving, like heat pumps.

The MDA also understands that in a situation where the construction sector is doing well, those involved in this sector have to contribute to society so that there is more social justice. However, it feels that the introduction of excise duty on imported construction materials will negatively affect the small consumer who is acquiring his first home.

L-MDA tilqa’ l-Baġit 2017

Il-Malta Developers Association (MDA) tilqa’ b’sodisfazzjon numru ta’ miżuri imħabbra fid-diskors tal-Baġit, miżuri li l-Gvern bi ħsiebu jieħu biex ikompli jsostni r-ritmu tajjeb li qabdet l-ekonomija ta’ pajjiżna f’dawn l-aħħar snin.

Fost dawn il-miżuri hemm numru li kienu ġew indikati lill-gvern mill-MDA waqt laqgħat ta’ konsultazzjoni li saru mal-awtoritajiet, fosthom:

  • l-estensjoni tal-iskema li permezz tagħha l-first time buyers ikunu eżenti mill-ħlas ta’ taxxa tal-boll fuq l-ewwel €150,000;
  • il-konċessjoni li se tingħata lil dawk li jkunu jrid jgħaddu n-negozju tagħhom lill-uliedhom billi fejn tidħol proprjetà ser iħallsu boll ta’ 1.5% flok 5%;
  • inċentivi fiskali għal min jikri bi ftehim għal mhux anqas minn seba’ snin biex il-kerrej ikollu moħħu mistrieħ li għandu perijodu raġonevoli li fih ma jistax jitlef il-kirja;
  • traħħis tal-boll għal min jixtri proprjetà f’Għawdex minn 5% għal 2%;
  • it-tneħħija tal-anomalija li kienet teżisti billi partijiet ta’ strutturi li jkunu magħmula barra kellhom vantaġġ fuq dawk magħmula Malta minħabba s-sisa fuq is-siment;
  • incentivi fiskali għal min jiżviluppa parkeġġi;
  • it-tiġdid ta’ ċnus temporanji fejn il-gvern ikun is-sid; u
  • skemi ta’ għajnuna finanzjarja fuq prodotti li jiffrankaw l-enerġija bħal ma huma il-heat pumps.

L-MDA tifhem ukoll illi f’sitwazzjoni fejn is-settur tal-kostruzzjoni sejjer tajjeb, dawk involuti f’dan is-settur għandhom jagħtu sehemhom lis-soċjetà biex ikun hawn aktar ġustizzja soċjali. Madankollu, tħoss li l-introduzzjoni ta’ sisa fuq materjal għal kostruzzjoni importat sejjer jeffettwa negattivament lill-konsumatur iż-żgħir li jkun qed jakkwista l-ewwel dar tiegħu.
