MDA supports MEPA reform

The Malta Developers Association (MDA) welcomes the proposals to start the process of
separating responsibility for environment protection from that for development control.
The two functions of the state are important and it makes more sense that one should be
independent from the other.
The MDA feels it needs to reiterate that it believes that safeguarding the environment is
very important for our country and that development outside development zones should
be the exception and should be done only when justified by sound projects that are
sustainable and cannot be done at any other location.
The MDA is satisfied that the government has understood the importance of accepting
its proposals to reintroduce the system of issuing outline permits and notes that after this
reform there is also the intention of addressing the problem of excessive bureaucracy
which is discouraging so many people. If it works well, the system should lead the new
authority to start working efficiently and in a positive way.
The MDA also wishes to register the fact that it is disappointed with the appeals
procedure, which should never be abused by those who wish to hamper development
capriciously.

L-MDA tappoġġja r-riforma tal-MEPA

Il-Malta Developers Association (MDA) tilqa’ b’mod pożittiv il-proposti li saru għall-

proċess biex ir-responsabilità għall-ħarsien tal-ambjent tinqata’ mir-responsabilità tal-

kontroll tal-iżvillup. Iż-żewġ funzjonijiet tal-istat huma importanti u aktar jagħmel sens

jekk waħda tkun indipendenti mill-oħra.

L-MDA tħoss li għandha tirrepeti li temmen li l-ħarsien tal-ambjent hu ferm importanti

għal pajjiżna u li l-iżvilupp barra miż-żona tal-iżvilupp għandu jkun l-eċċezzjoni u jsir

biss meta jkun ġustifikat bi proġetti tajbin u sostennibbli li ma jistgħux isiru bnadi oħra.

L-MDA hi sodisfatta li l-gvern fehem kemm huwa importanti li jaċċetta l-proposta

tagħha li terġa’ tidħol fis-seħħ sistema ta’ ħruġ ta’ outline permits, u tinnota li wara din

ir-riforma hemm ukoll il-ħsieb li tkun indirizzata l-problema ta’ burokrazija żejda li qed

taqta’ qalb tant nies. Jekk titħaddem sew, is-sistema għandha twassal biex l-awtorità

ġdida tibda tiffunzjona tajjeb u b’mod effiċjenti.

L-MDA tixtieq ukoll tirreġistra l-fatt li hi diżappuntata bil-proposta għall-proċedura

tal-appelli li qatt m’għandhom ikunu abbużati minn min irid ifixkel l-iżvilupp

kapriċċjożament.
