MDA meets Opposition Leader

The Malta Developers Association (MDA) Council met Nationalist Party Leader Simon Busuttil this morning at PN Headquarters in Pietà.

Dr Busuttil was accompanied by PN spokesmen Robert Arrigo and Ryan Callus, and Matthew Gatt from his office. In his introductory remarks, Dr Busuttil agreed with MDA President Sandro Chetcuti’s recent statement: ‘Damage is repaired slowly and it can be suffered very quickly.’

Dr Busuttil affirmed that the construction industry is important to the country, based on two fundamental precepts: sustainability and honesty – not just personal, but also in terms of governance. “It is useless to state that the (construction) sector is important if we are killing the same sector and the same country that we all need to live in and earn our daily bread from,” he said.

In the party’s Pre-Budget Document, it mentioned growth including environmental sustainability “which means that we cannot build on ODZ land simply because the prime minister found someone and in a closed room arranged with him in a minute because that brings about a system of development that is not sustainable”.

This, he added, is neither good governance. Nor is the legislation that is about to enter the Committee stage in Parliament through which government is going to break up MEPA since the power on land use will now be concentrated in the hands of the politician. “To me that is a recipe for corruption, a recipe for bad governance,” he said.

In his reply, Mr Chetcuti clarified his statement also quoted by Dr Busuttil “Make hay while the sun shines” since many policies that the MDA has been pressing before the government since its inception have now come into effect. “We do not like having to wait for a government to change for our proposals to be accepted,” he observed.

Among these policies he listed that on first-time buyers and the introduction of the final withholding tax of 15% on rental properties, both residential and commercial.

This is also a good time to invest in property for those who work sensibly and keep their feet on the ground since the return was far better than that offered by the banks with interest rates at close to zero. “It should make no difference to us who is in government, Dr Busuttil. We want to work with the two main parties,” Mr Chetcuti said.

In reply to Dr Busuttil’s reference to the proposal to develop 90,000 m2 of land that was not developable, he pointed out that the developers are not MDA members and that the MDA was the first association in Malta to react in a constructive way. “We warned government that it was giving away too much land which is in the countryside for this aim, however great the national interest was,” Mr Chetcuti said.

Government appears to have taken note and the MDA issued a further statement warning it that it would be on the lookout to see that the project would not change to one of a speculative nature.

The MDA wants to work sensibly. “Business trends are positive. However, we have to be careful that we do not snuff out our business. We do not want a bubble. As you rightly said, we want sustainable business,” he said.

In conclusion Mr Chetcuti said the MDA was critical of the government since bureaucracy is increasing when it pledged to reduce bureaucracy by 25%. He also appealed for the environment and planning not to be politicised, as the Church stated. “We want to work in a professional manner so that there will be more prosperity and to strengthen the environment,” he said.

Il-Kunsill tal-Malta Developers Association (MDA) iltaqa’ mal-Kap tal-Partit Nazzjonalista Simon Busuttil dalgħodu fil-Kwartieri Ġenerali tal-PN, f’Tal-Pietà.

Dr Busuttil kien akkumpanjat mill-kelliema tal-PN Robert Arrigo u Ryan Callus, u minn Matthew Gatt mill-uffiċċju tiegħu. Fir-rimarki tiegħu ta’ introduzzjoni, Dr Busuttil qabel mal-istqarrija tal-President tal-MDA Sandro Chetcuti dan l-aħħar fejn qal: ‘Il-ħsara tissewwa bil-mod u tista’ ssir malajr’.

Dr Busuttil qal li l-industrija tal-kostruzzjoni hi importanti għall-pajjiż, mibni fuq żewġ pedamenti fundamentali: is-sostenibbiltà u l-onestà – mhux biss personali, iżda ukoll fil-governanza. “Hu inutli li ngħidu li s-settur (tal-kostruzzjoni) hu importanti jekk noqtlu l-istess settur u l-istess pajjiż li lkoll għandna bżonn biex ngħixu u naqalgħu l-għixien tagħna minnu,” hu qal.

Fid-Dokument ta’ Qabel il-Budget tal-partit, issemma t-tkabbir fosthom sostenibbiltà ambjentali “li jfisser li ma nistgħux nibnu fuq art ODZ sempliċiment għax il-prim ministru sab lil xi ħadd u f’kamra magħluqa ftiehem miegħu f’minuta, għaliex dan iġib sistema ta’ żvilupp li mhux sostenibbli”.

Dan, żied jgħid, la hi governanza tajba. Lanqas hi l-leġislazzjoni li waslet biex tidħol fi stadju ta’ Kumitat fil-Parlament li permezz tiegħu l-gvern ser iżarma lill-MEPA peress li l-poter fuq l-użu tal-art issa ser tiġi kollha kkonċentrata fl-idejn il-politikant. “Għalija din hi riċetta għal korruzzjoni, riċetta għal governanza ħażina,” hu qal.

Fir-risposta tiegħu, is-Sur Chetcuti ikkjarifika l-istqarrija li kkwota wkoll Dr Busuttil “Make hay while the sun shines” peress li ħafna policies li l-MDA kienet ressqet lill-gvern ta’ qabel minn mindu twaqqfet issa daħlu fis-seħħ. “Ma nieħdux gost ikollna nistennew bidla fil-gvern biex il-proposti tagħna jiġu aċċettati,” osserva s-Sur Chetcuti.

Fost dawn il-policies semma dik tal-first-time buyers u l-introduzzjoni tal-final withholding tax ta’ 15% fuq proprjetà mikrija, kemm dik residenzjali u kummerċjali.

Dan ukoll hu żmien tajjeb biex wieħed jinvesti fil-proprjetà għal dawk li jaħdmu bil-għaqal u jżommu saqajhom mal-art peress li l-qligħ hu aħjar minn dak tal-interessi tal-banek li hu viċin iż-żero. “M’għandhiex tagħmel differenza għalina min hu fil-gvern, Dr Busuttil. Irridu naħdmu maż-żewġ partiti ewlenin,” is-Sur Chetcuti qal.

Fir-risposta tiegħu għar-referenza ta’ Dr Busuttil fuq il-proposta li tiġi żviluppata 90,000 m2 ta’ art li mhix żviluppabbli, hu qal li l-iżviluppaturi mhumiex membri tal-MDA u li l-MDA kienet l-ewwel assoċjazzjoni f’Malta li rreaġiet b’mod kostruttiv. “Aħna wissejna l-gvern li kien qiegħed jagħti wisq art li hi fil-kampanja għal dan il-għan, kbir kemm hu kbir l-interess nazzjonali,” is-Sur Chetcuti qal.

Il-gvern donnu ħa nota u l-MDA ħarġet stqarrija oħra fejn wissiet li ser iżżomm għajnejha miftuħa biex tara li l-proġett ma jinbidilx għal wieħed ta’ skop spekulattiv.

L-MDA trid taħdem bil-għaqal. “Ix-xejriet tan-negozju huma pożittivi. Però, irridu noqgħodu attenti li ma nnafrux in-negozju tagħna. Ma rridux bubble. Kif għidt tajjeb, irridu negozju sostenibbli,” hu qal.

Fil-konklużjoni tiegħu is-Sur Chetcuti qal li l-MDA ikkritika l-gvern li l-burokrazija qed tiżdied meta wegħdu li ser inaqqsu l-burokrazija b’25%. Appella wkoll li l-ambjent u l-ippjanar ma jiġux politiċizzati, kif qalet il-Knisja. “Irridu naħdmu b’mod professjonali biex ikun hemm iktar prosperità u insaħħu l-ambjent,” temm jgħid is-Sur Chetcuti.
