Less land can now be built on in development zones

The Malta Developers Association wishes to refer to the fact that, according to the new regulations issued by MEPA (DC2015), less land can effectively be developed where it was previously permissible. This is the first time since 1989 that there was this reduction.

This is the result of the new regulations which stipulate that no more building can be erected at a depth of 30 metres from the street and, when there is more space at the bottom of the site, no development can take place there. The prohibition of internal development continues to lessen the possibility that a substantial number of sites can be developed in this way.

This means that the possible building footprint in development zones has been reduced substantially to the detriment of landowners who now find that their land has less potential for development than previously and therefore, in some cases, the value of their property has been reduced.

While the MDA understands and agrees that there should be spaces and green lungs among buildings, it draws attention that this is being done without compensating the owners of these properties.

Tonqos l-art li tista’ tinbena fiż-zona tal-iżvilupp

Il-Malta Developers Association (MDA) tixtieq tirreferi għall-fatt li, bir-regolamenti ġodda li ħarġet il-MEPA (DC2015), effettivament naqset l-art li tista’ tkun żviluppata fejn qabel kien permissibbli. Din hi l-ewwel darba mill-1989 ‘l hawn li kien hemm dan it-tnaqqis.

Dan huwa r-riżultat tar-regolamenti ġodda li minħabba fihom ma jistax isir bini aktar fond minn 30 metru mit-triq u, meta jkun hemm aktar spazju fil-fond ta’ sit, ma jistax isir żvilupp fih. Il-projbizzjoni ta’ żvilupp intern (internal development) tkompli wkoll tnaqqas il-possibilità li numru sostanzjali ta’ siti jkunu żviluppati b’dan il-mod.

Dan ifisser li l-footprint tal-bini possibbli f’żoni tal-iżvilupp se jonqos sostanzjalment a skapitu tas-sidien tal-art li issa sabu li l-art tagħhom għandha potenzjal għal anqas żvilupp minn qabel u allura xi kultant tnaqqas il-valur tal-proprjetà tagħhom.

Filwaqt li l-MDA tifhem u taqbel li għandu jkun hemm spazji u pulmuni qalb il-bini, tiġbed l-attenzjoni illi dan qed isir mingħajr ebda kumpens lis-sidien ta’ dawn il-propjetajiet.
